Toward the end of the 19th century, under the impact of the new imperialism, the spread of foreign penetration accelerated. Germany entered a vigorous bid for its sphere of influence; Japan and Russia pushed forward their territorial claims; and U.S. commercial and financial penetration of the Pacific, with naval vessels patrolling Chinese rivers, was growing rapidly.
