24. Why was it important for trade ports to be organized and welcoming?

In the past up to late 1900s, people had to travel by boats/ships on sea to other continents around the world to buy goods. If trading ports aren't so organized and welcoming, people wouldn't come to the particular country/state to buy goods from and the people selling goods to others wouldn't be able to make a living.
