So, I'm not American and I don't know about this or whatever but these are the awnsers I gathered an hopefully they're helpful.

1. Because France gave them money and weapons to fight their war.

2. Hamilton thinks they shouldn't interfere in the French revolution because they don't have a monarch, so the treaty doesn't matter.
