Why did George Washington have to deal with financial issues with in the untied states

Washington oversaw a financially stable national government and played a pivotal role in the development of national banking. He supported Alexander Hamilton's programs to satisfy all federal and state debts that resulted in an efficient tax system and created a national bank. As commander-in-chief, he established management systems that saved the nation millions and engaged economic self-interest of civilians. He protected civilian private property. As president, he knew he could not command prosperity. Only a free people could do that. (aka bc he was the president at the time, people relied on him to help them, etc.)
