How could a terririory become a state under the northwest ordinance?
a.) once a state reached a population of 60,000 it would be admitted to the union, but it would not have states' rights until the population was 100,000.
b.) once a territiory government believed it was ready the state governments had to vote it into the union.
c.)once a state reched a population of 100,000 it would be admitted to the union with the same rights as all the other states.
