In the late 1700s when the country our Founders wrote "We the People" but they didn't mean all people. At first it really only meant a small number of Americans. It wasn't until the mid 1800s and early 1900s that "We the People" began to
represent more Americans than the Founders intended. In the mid 1900s, during the Civil Rights Movement with the
passing of the Civil Rights Act of 1964, "We the People" finally truly meant what the Founders wrote.
