The early draft of articles of confederation did not give the central government to freely mobilize military.

In 1786, an uprising occurred in western Massachusetts to protest the government's law that increase the tax rate for the people. The rebellion was called the Shay's rebellion.

Since the central government did not has the power to mobilize the military's, the rebellion lasted a lot longer than what it should've. Causing unnecessary damage to the states.  Americans at that time feared that similar rebellion will happened in other states and urged the central government to increase its influence.

there were 6 major base camps.   the base camps were located in alva, fort reno, fort sill, the madill provisional internment camp headquarters, mcalester and camp gruber.
