Why did it fail?

It made the national government weak with no power to enforce laws. The central government could not collect taxes to fund any of their programs or operations. They couldn't even properly fund and maintain their military ultimately ending this agreement.

How did the Failure lead to the Constitution?

When Shay's rebellion happened it made it even more obvious that a stronger national government was needed. So in September 17, 1787 the constitution was written. It gave all americans rights and protection of life. It made our national government stronger with more power and limits.
