Before the period of 1860 in American history, the federal government had limited power and still shared a lot of powers with the state governments and they could not propery govern because they did not have the power to do some things.

With  this in mind, after the American Civil War, we can see that the powers of the government increased and they could tax the people, enter trade agreements with foreign countries and other things which they did not have full control to do before.
