From 1860 to 1877, the federal government changed in size and scope greatly.Some of the changes that contributed to the size were drastic, while some were limited.These changes included new laws, people in the political party, and other factors, likedebt. Although these changes decreased the size, they also increased the size of thefederal government. These changes also continued to change the federal government wellafter 1877.One of the changes to the size and scope of the federal government was new laws.The creation of new laws changed the size of the federal government because theyinfluenced more people to join the federal government, while also influencing people toleave. These new laws changed the scope because they changed the way how people sawthe government. Document 2 was President James Buchanan’s speech to Congress.Buchanan proposed a new law stating that the Southern States have the right to demandjustice from the Northern States, and if the North refused, the Constitution would beviolated. President Buchanan suggests “In any event ought to be tried in a spirit ofconciliation before any of these States shall separate themselves from the Union.”
