In the 1787 Constitutional Convention, as institutions such as the Electoral college and the House of Representatives were being established, a dispute came up between states with enslaved people and states without.

States with a higher population would have more representation in both the Electoral college and the House of Rep so the states with slavery wanted to take advantage of slavery by counting their enslaved population to gain more representation.

States without slavery refused because enslaved people did not vote nor have the same rights as white people in slavery states. A compromise was therefore reached where 5 enslaved people would be counted as 3 for population purposes. This was the Three-Fifths Compromise.
