The state of North Carolina passed a law prohibiting people from texting while driving.  However, North Carolina still allows people to talk on the phone behind the wheel, unlike New York.  Which amendment does this deal with?

It involves a number of amendments, but I think the 5th amendment and the right to travel. It might be the first though, i'm not positive.
