The speech was published in The Official Gazette of The Philippines and it was addressed to the Filipinos citizens as well as its Government.

Explanation: Aquino Jr. had just traveled back from the U.S. around August  21, 1983. He could have stayed in the U.S. and claimed asylum, however he decided to return to the Philippines to fight the regime and stand with his people.
