City states in Greece rose from the start of Ancient Greek City, the first of them being Knossos, in Crete. The reason for this is that Greek geography is very difficult to manage: having several mountain ranges, steep cliffs, and peninsulas that made it difficult for a single political entity to rule over all of the land. For this reason, smaller political entities like city states became the preferred method of organization.
