After the Russo-Japanese war, in which they were defeated Emperor introduced certain changes, but most of people were still unsatisfied with the conditions. When the war broke out, most of the people didn't wanted even to participate in it. Supporters of revolutionary changes were just waiting for a right moment to start the revolution.
