Need help ASAP. trolls will be reported. 1. Explain what this sentence means: Historically since FDR and the New Deal there has been a consensus in Congress with regard to using a loose or broad construction to the Constitution and powers rather than a narrow or strict construction of the Constitution.

2. If the strict constructionists had won the conflict over the interpretation of the Constitution, how might things be different today?  Two examples are required for full credit. Read the Clause 1 (the first sentence) in Article I Section 7 of the Constitution. 

3. Answer the following question as expected in an Honors Class. What does that Clause say? Why did the Founding Fathers establish this?
