Before the 14th Amendment to the Constitution was ratified in 1868, individual states largely determined what rights?

Before the 14th Amendment, states largely determined which persons were allowed to become citizens, but this Amendment established, at the federal level, that all people born in the U.S. become American citizens.

This was prevalent in the South, were the large African American slave population could not become citizens of the United States.
