Why was Cyrus a good leader

Cyrus was a great leader because not only was he able to conquer a huge empire but when he did he did not harm the people he conquered. he also allowed people to practice their ow religions. he even let the Hebrews return to Jerusalem to rebuild their temple. he was also a great warrior.
