Expressed powers that have been outlined are

The Constitution listed three types of powers to the national government, 1) expressed powers; 2) implied powers and 3) inherent powers.

The Expressed powers are also called delegated powers and are granted to the Federal government in Article I, Section 8 of the Constitution, they are powers that resonate with the nation as a Unit, and because of that doesn't make sense to give them to the States.

They are: power to borrow money, to regulate commerce with foreign nations, to establish and uniform the rule of naturalization, to coin money, to provide punishment of counterfeiting the securities, to establish post offices, to constitute tribunals inferior to the supreme court, to define and punish piracies and felonies, to declare war, to raise and support Armies, to provide and maintain a navy, to make rules for the government and regulation of land and naval forces and others.

in a bigger picture, napoleon had some huge achievements in france which made him very important, but the fact that he seized power to himself makes him an undeniable traitor to the revolution since the main idea of it was to remove people from power and give power to the people.
