According to the Constitution, the judicial branch of the federal government is headed by Congress

the cabinet

The Supreme Court
They oversee all that happens in the judicial branch, while the Pres. is head of the executive branch, and Congress is head of the Legislative branch. The cabinet is not the head of any federal gov. branch, but they are basically people that help make decisions.
