Serfs saw the government enforce this law laxly because of the demands of the war and moved to liberate themselves. Serfs were often forcibly taken to work on estates after fighting in the wars, which built up considerable anger. Serfs became unproductive because of the low pay that they received, which, combined with the war, led to food shortages and social unrest. Serfs rebelled in part because of low pay from lords, high taxes to fund the war, and the government’s role in enforcing this law.
