By making Natural right as absolute. That is rights such as life, liberty, and property existed in the state of nature and could never be taken away or even voluntarily given up by individuals Social Contract is not an agreement between people as argued by Hobbes but between them and the sovereign.The king did not hold absolute power, as Hobbes had said, but acted only to enforce and protect the natural rights of the peopleGovernment was mainly necessary to promote the “public good,” that is to protect property and encourage commerce.

According to Jefferson:

The balance in Liberty and order can be achieved by differenciating between sovereign and Commonwealth, for example when you are alone, you are sovereign, and when you join with others you have to negotiate what is for the commonwealth, and negotiate what natural rights you get to keep after adjustment by the government.

According to the ideas of Locke and Jefferson, libery and order can coexist in the social contract. In fact, the very objective of the social contract is to balance both things.

Liberty is a natural right to all people, and people agree to the social contract in order to have their liberty protected, and also in order to be able to excercise such liberty. Order is established by having a government that keeps people from infringing other people's rights.
