Mr. Wilson was of opinion, and therefore moved, that the mode of representation of each of the States ought to be from the number of its free inhabitants, and of every other description three fifths to one free inhabitant. The Three-Fifths Compromise established equal representation in Congress regardless of a state’s population. established proportional representation in Congress for both large and small states. established that a state’s enslaved population would be counted for partial representation. established that slavery would be outlawed within twenty years of the Constitution’s ratification.
