at the time of its publishing in january 1776, the goal of independence  had not been decided upon. independence from england was just one of many ideas or goals for fighting.  paine clarified why america should seek independence by basing his arguments around a lot of natural laws that seemed to be common sense ideas.  he also used a lot of biblical references. 

aside from clarifying that the ultimate end goal of the war should be independence from great britain the pamphlet also gave soldiers the motivation to fight for their new goal and reminded the colonists that they didn't have the means to revolt.
