What does Douglas Lute mean when he says “The odds of this breaking down or coming to gridlock are significant”?

The sentence was culled from an interview granted by Lute concerning the Peace Treaty signed by the United States with Afghanistan under the current Trump administration in March 2020.

It was established in the analysis of the politics behind this move that the United States is not really interested in helping to ensure that peace return to this age-long, war-torn country, but that the move is simply a move to enhance Trump's political ambitions about re-election.

The Afghans have been in a prolonged conflict with the Taliban which is one of the reasons America stepped in. With this peace treaty which requires America to deescalate the military presence in Afghan, the Afghans through the voice of Douglas Lute are scared that America will pull out altogether and when they do, the somewhat progress that has been recorded will degenerate into a state where the Taliban will take Kabul thus resulting in a breakdown of order, peace or at best resulting in a gridlock between the Afghan forces and the Taliban who to date have not renounced al-Qaida in the face of the public, nor apologised for their part in the 9-11 bombings.
