Only Adult white males should be allowed to vote. In the words of George Orwell's animal farm 

"All animals are equal, except that some are more equal than others" same applies here, votes for everyone "who meet certain criteria" the rule makers at the time didn't believe that anyone beneath a land owner could have a valid rational thought and if they did then they didn't know their place. 

However it was common at the time for there to be a class structure that was considered intelligent enough to vote in many countries. Nearly all excluded women, the poor etc,
