Why do some people oppose the creation of federal agencies to respond to environmental threats?

They feel that goverment unfairly limit access to resources.

People no longer trust government and they are of opinion that anything they create is for them alone and not for the massses. Hence, a construction of federal agencies to control environmental stress seems to them as another oportunity to enrich the government purse without any services or resources been given by the government to the people by the officials that would be assign. Some of the people utterly reject because of their previous experiences with some of this agencies which has left a very bad imprint in them.
