Jewish ghettos are where the Nazis forced Jewish people to live they would kill, torment, and starve them. they were formed due to the Germans believing Jewish people were the cause of all their problems.

in this way, the phrase  “where they burn books, they will also ultimately burn people.” is both literal and figurative.
