What was conscription and why did it produce hostilities?

 Conscription, or the draft, is the obligatory enlistment of people in a national service, regularly a navy service. As of the early twenty first century, many states now not conscript soldiers, relying instead upon professional navy with volunteers. The potential to depend upon such an arrangement, however, presupposes a few diploma of predictability in regards to both war-fighting requirements and the scope of hostilities. Many states that have abolished conscription still, therefore, reserve the energy to renew conscription in the course of wartime or instances of crisis.
