Though he had always hated slavery, President Lincoln did not believe the Constitution gave him the authority to bring it to an end—until it became necessary to free the slaves in order to save the Union. The Stewart said Lincoln tried to free slaves in the border states by buying them. The record bears this out. Lincoln tried in Delaware and won congressional approval to apply the principle to all states. But with no slave owners willing to come to the table, the effort failed.
