An example of Johnson's failure in urban renewal was his Model Cities Program. This program, which began in 1966, was part of the Department of Housing and Urban Development. For example, the mayor of Chicago froze out neighborhood participation in favor of politically-connected advisory councils that would carry out the mayor's wishes.
