Why was the Eastern Roman Empire able to collect more taxes than the Western Roman Empire?

They were able to collect more taxes than the Western Roman Empire because their religion wasn't as strict and they were nicer than the Western Roman Empire who were rough and disciplined and most people were poor and couldn't give money.
