Picketing is often a rallying call more than the actual full brown protest over an issue as it is harmless and is supposed to give a message hat the masses are angry about something.

It is popular form of dissent that has not seemed to work as much because the protesters

- Cannot stop all from working in the company even if they picket outside the building.

-It is simply not threatening enough and has become common enough to not draw much media attention to itself.

The better way to deal with such issues is to organise unions and to go on factory wide strikes to remove the whole workforce in protest.
