Hoover was a Republican and seemed to favor businesses and free market principles in comparison with Franklin D. Roosevelt who was a Democrat.

Despite how he is often painted as the do nothing, laissez faire president in  comparison to FDR, Hoover did show some willingness to tap the resources of the federal government to address the financial crisis that was growing in the 1930s. He also pressured the larger corporations from implementing massive layoffs that would have led to more hardship for many Americans.
