Why were many states and people hesitant to ratify the constitution?

they felt that it would eventually lead to a monarchy like that of britian

they felt that it would fail just like the articles of confederation and that it would be best to wait for a better constitution.

they felt it best for each state to be its own separate country

they felt that it gave to much power to the national government and that it did not adequately protect people's rights/ liberties with a bill of rights.
