What aspect of the cold war arms race made it so terrifying

We didn't know if the other side was gonna use there weapons on us, which made it 10x more terrifying because we couldn't prepare correctly for it

Do you have more info about it ? i doubt this is the answer because i don't have all the information but if trouble was brewing in a clinic maybe it was an argument as to which clinic was better or smth of that nature
