By the 1950s, the campaign for civil rights transformed the world. In 1957, 1960 and 1964, Congress implemented Civil Rights Acts neither law was sufficiently strong to prohibit the bias of the local politicians in elections.

Since the Voting Rights Act  marked the largest change in the federal-state relations in voting terms, the matter was instantly challenged in court as a result of the rebuilding. From 1965 to 1969, a number of key decisions of the Supreme Court Constituency of the statute has been maintained.
