Why was the nebraska territory split into two parts ?

The bill divided the region into two territories-Kansas & Nebraska. Each territory would decide for itself whether or not to permit slavery. Abraham Lincoln,was elected as President, who wanted the West be free of slavery. ... Regions could make their own decisions about slavery.
