What is the main reason that active citizens need to understand governmental organization?

The active role of citizens means greater participation of citizens which checks whether a government is performing its duties or not. The more citizens of a country understand the government organization the more would be the accountability of the government. It also pressurize the government to make policies for the betterment of society.
