British authorities used the new policy of creating a new social elite that excluded Indian People.

In order to establish the empire in India, the British delegated the power to local rulers, with privileges and wealth. Thus, they became landowning elites and received power to collect taxes and enforce the law. Consequently, the Indian elites accepted British power since they received further power and excluded the rest of the Indian people.
