Why was the fifteenth amendment necessary?

1.) there was no preexisting provision to allow former slaves to become citizens.
2.)the emancipation proclamation only freed slaves in the states that had seceded.
3.)freedmen and women needed government support to begin farming on their own.
4.)many freedmen were denied the right to vote.
