What role did state goverment play in extending voting rights to women? what role did the federal goverment play

I’m not so sure which state you’re referring to here + how a state government helped women get the right to vote, but obviously the federal government passed the 19th amendment in 1920 that gave the women the right to vote. the federal government has the say in what becomes law or not.
