How did the federal government view the southern states rebuild?

The North coming up with the Reconstruction after The Civil War was to help the south become better and not just to help the south but to make america back to what it was but that didn’t last long, andrew johnson came into office and he was from the south. He got rid of all punishments that were placed on the south and put old military leaders back in charge again.
