I don't think so, because during this period some mandatary were assassinated, and in theirs place were built small kingdoms, because back then, government was centralised, and people weren't happy about it. The main reason of this is that money or wealthiness were lacking in the Empire, without considering looking for other territories to obtain more goods for trading.
