If the government under the articles of confederation was so ineffective, why were there no changes made to improve it? the national military would not allow changes to the articles. there was no method by which changes to the articles could be made. all the states had to agree in order to pass an amendment to the articles. a court would have to approve any change to the articles, and there was no court.
