First, it's important for us to distinguish the difference between the federalists and the anti-federalist.

- The federalist tend to favor things that increase the strength of the central government

- The anti-federalist tends to favor things that reduce the strength of the central government and increase the power of states and local citizens.

Prior to the creation of the Bill of rights, there are no written rules that prevent the government from forcing its power toward the people even if its violate their individual liberties. This create a huge problem for the citizens. Bill of Rights can be considered as a way to solve this problem because it essentially consist of additional amendments that specifically designed to protect the citizens from government officials who wants to violate their personal liberties.
