What conclusion does the second letter from the ussr suggest? ?

The U.S.S.R. stood for Union of Soviet Socialistic Republics that comprised the Communist state of Russia.  The second letter S was to identify themselves as Russians. Socialists were known not to be nationalistic and this gives it a greater emphasis on being Russians.
