Popular sovereignty is the idea that: o a. minority groups may not enjoy any rights the majority does not approve of o b. there are some rights that are fundamental regardless of whether they are popular wire o c. all government gets its power from the consent of the people it governs o d. all citizens, even those with political power, must obey the law.

This is the idea that citizens of a country should be able to select their own government and its structure through voting.  The idea was popular in the U.S. before the Civil War.  As new territories were annexed and considered for statehood, it had to be determined whether or not they would allow slavery.  Often, this decision was left up to popular sovereignty; the individuals living in the territories would vote on the matter.
