Why was hall concerned that the germans would learn about the british reading their secret messages?

Hall was concerned that the Germans would learn about the British reading their secret messages because if they announce in public what they have learned, then the Germans would automatically know that they opened the mails of the people. If done so, then the public would give a negative reaction to the government's way of "protecting" them.
