How do a community’s system of government differ from a democracy

In presidential democracies, the government is headed by a directly elected president, who is also the ceremonial head of state.  In parliamentary democracies, the government is headed by a prime minister and his cabinet, who must enjoy the confidence of parliament, while a president or king acts as the ceremonial head of state.  Many newer democracies have chosen an intermediate system.  The prime minister and his cabinet are responsible for the day-to-day administration of government through the ministries.  But the presidency holds the position of head of state, and has the power to nominate the prime minister, to veto legislation, and to make or approve certain judicial and governmental appointments.  By partially dividing executive authority, this intermediate system may help prevent the abuse of power.

health care plans in the united states having high costs because they are focusing on providing quality programs for different groups of individuals. the quality of the service is based on money flow received from the members. without this investment, couldn't be possible a constant scientific searching to prevent death and illness caused because of low levels of health investigation. currently, the complaints are not about the highest cost, but about the coverage and benefits to access the necessary health services required by the members.  

besides, if a global health system is established the quality levels will fall down because of the standardized of the health. the access to care will increase but the quality will be low because it depends on the money invested.
